The ALUR (Accès au Logement et un Urbanisme Rénové – Access to Housing and Renovated Urban Planning) law of March 24, 2014 provides for the end of the provision, for communes, of State services for the instruction of urban planning authorizations (building permits, prior declarations, etc.).
This new provision applies to EPCIs (Établissements Publics de Coopération Intercommunale) with more than 10,000 inhabitants.
The Communauté de communes Coteaux et Landes de Gascogne therefore decided to create a joint service, operational since July 1, 2015. This service is responsible for examining town planning authorizations, on behalf of the communes with jurisdiction.
At present, the municipalities concerned are Anzex, Beauziac, Bouglon, Boussès, Casteljaloux, Caubeyres, Durance, Fargues-sur- Ourbise, La Réunion, Pindères, Pompogne, Poussignac, Ruffiac, Sainte-Marthe and Villefranche du Queyran.
Other communes in the community will also be joining this service in the coming months.

Towards a simplified approach
Since January 1, 2022, users have been able to submit their applications for planning permission online, at any time and from anywhere, thanks to a simplified, no-cost process.
All local authorities must be able to receive applications for planning permission in electronic form. Municipalities with a population of over 3,500 must also be able to process applications in electronic form.
Since January 1, 2025, electronic submissions have been mandatory for authorization applications from certain legal entities in municipalities with more than 3,500 inhabitants. Cf: decree of November 18, 2024 (C. urb., art. R. 423-2-1, created by D. n° 2024-1043, Nov. 18, 2024, art. 1).
Paper applications are still possible for private individuals and for communes with a population of up to 3,500.
These must continue to be submitted to the commune in which the work is to be carried out. Processing times remain unchanged.
The communauté de communes’ town planning department will also continue to welcome you by appointment, to provide you with information and help you with the necessary formalities.
