Who is affected by the incentive tax?
All local residents: private homeowners, tenants and professionals.

Is the incentive tax an additional tax?
No! The incentive tax replaces the current tax calculation method. It’s not an additional tax, but a new calculation that takes into account the quantity of final waste produced.

What types of waste are covered by the variable portion?
Only ultimate waste destined for landfill. This waste is deposited in closed bags in the drop-off bins accessible with your card. This waste goes into the black garbage can, i.e. any non-hazardous waste that cannot be sorted or composted. For bulky waste, you’ll need to go to a recycling center (see p. 31). Some examples of waste to be disposed of in the black garbage can are given on page 29.

If I don’t put my rubbish in the bins, won’t I pay anything?
Yes, you will still have to pay the fixed portion, which finances all environmental service charges.
Your efforts to reduce waste will only be visible on the variable portion, which will represent between 10 and 45% of the total amount (art. 1522 bis of the French General Tax Code).
As an individual, you will have made few deposits, and we thank you for your efforts.
However, fixed portions do not only cover the collection of final waste, but also enable the financing of the entire environmental service (see details on p. 44). The low number of deposits you make has no impact on these other costs, which will have to be financed whatever happens.

Will I be able to track the variable portion of my bill?
Yes, you’ll have access to an online personal space to track your number of deposits and anticipate the amount of your variable portion. More info coming soon.

Who pays the incentive taxe ?
– I’m an owner-occupier: this tax is included in my property tax.
– I’m a tenant: my landlord pays the incentive taxe and passes it on to me in my rental charges.
Any owner (private or professional) of a dwelling or premises subject to property tax (issued by the tax authorities), whether or not they use the waste collection service, must pay this tax (Art. 1521 of the French General Tax Code). On payment, it is included in the overall amount due in October of each year. If the property is rented out, the landlord may or may not include the amount in the rental charges. He must indicate this amount in the detailed statement of charges.

What should I do if I move in or out?
Each card is linked to an address. If you are moving out, the card(s) must be left behind with your keys.
– If you are a tenant and you are moving out, you must notify the community of communes
– If you are a tenant and you are moving in, you must provide the community of communes with your contact details
– If you are an owner and you are selling your property, you must notify the community of communes and provide the buyer’s contact details

I live in a building with communal bins or a garbage chute. Where should I put my garbage?
Collective bins will be exchanged for card-operated drop-off bins. These bins are located next to the sorting bins you already know. Garbage chutes can no longer be used.

When and how will I pay the incentive tax?
As at present, the “household waste” incentive tax will appear on the property tax notice. The first tax with a variable incentive component will appear on the 2027 notice, and will correspond to the use made of the service in 2026.
By limiting your waste production now, you will be able to influence the amount you pay. The delay before the effective implementation of the incentive share gives you time to change your habits to produce less waste. You’ve got time to get a composter for food scraps, for example, or to sign up for a shared composting site.

Can I drop off my rubbish bags at any collection point?
Yes, all Coteaux et Landes de Gascogne drop-off centers are open to residents, even those outside your commune of residence. The communes concerned are:
Allons | Antagnac | Anzex | Argenton | Beauziac | Bouglon | Boussès Casteljaloux | Caubeyres | Durance | Fargues/Ourbise | Grézet-Cavagnan Guérin | Houeillès | La Réunion | Labastide CA. | Leyritz-Moncassin | Pindères Pompogne | Poussignac | Romestaing | Ruffiac | Sainte-Gemme-Martaillac Sainte-Marthe | Saint-Martin-Curton | Sauméjan | Villefranche-du-Queyran

Can I take my household waste to a recycling center?
No! Household waste is strictly forbidden at recycling center.

I own a property that I rent to someone else: who pays the incentive tax?
You pay your incentive tax with your property tax. It’s up to you, the landlord, to pass this on to the tenant. Landlords must justify the amounts they charge their tenants.

What are the risks if I burn my waste?
It is forbidden to burn waste. There are solutions depending on the type of waste (recycling center, sorting, shredding, mulching, composting, etc.).
Private individuals are not allowed to burn their household waste in the open air. Green” waste is considered to be household waste. For example, it is forbidden to burn grass clippings, dead leaves, prunings, etc. in the garden. It is also forbidden to burn paper, cardboard, plastic, pallets, old tires, etc. in the garden. Burning is strictly forbidden under departmental health regulations. Burning green waste in the garden can result in a fine of up to €450.

I run a business. How is the incentive tax applied?
– If your company’s waste production is less than 120 L per week, your company will be subject to the same technical and financial conditions as a private individual.
– If your company produces more than 120 L of waste per week, it is subject to a different system: the special fee. The collection procedures are different. If this applies to you, please contact the Environment Department.
– If your company produces special waste, you will have to turn to the private sector, as your company will no longer be eligible for the public waste collection and treatment service.
Telephone (switchboard): 05.53.83.65.60 – Email: ti@3clg.fr

I’m a tenant and I don’t pay property tax. Am I concerned?
The amount of the incentive corresponds to the amount of waste you produce. This amount is transferred to the tax authorities. It is added to the fixed part of the TEOMi paid by your landlord. Your landlord has the option of passing on this charge to you.
